His H.R.645 To direct the Secretary of Homeland Security to establish national emergency centers on military installations, was introduced on January 22nd and has 2 cosponsors. It was referred to the Subcommittee on Terrorism, Unconventional Threats and Capabilities on February 6.
Among other provision it provides that, “If a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Defense shall transfer to the Secretary of Homeland Security administrative jurisdiction over such closed military installation.”
Representative Artur Davis of Alabama’s Seventh district and Jim Gerlach of Pennsylvania—where the Declaration of Independence and Constitution were written—have signed on.
